On the basis of Measure for Administration of Internet Content Provision Service, The Preliminary Regulations on Management of Internet Culture (Preliminary Regulations) is especially subject to the management of Internet culture activities. It's published by the Ministry of Culture of the PRC and includes following characteristics:

1. The management object of the Preliminary Regulations includes video products, games, programs and performances, arts and cartoons which are produced, spread, transmitted by Internet and the Internet culture entities which provide internet culture services.

2. The Preliminary Regulations separates the Internet culture activities into 2 braches, Commercial and Non-Commercial. According to the operating features, the Internet culture activities are managed by the Ministry of Culture, Provinces, Autonomy regions, municipality directly under the Central Government in different levels. The commercial Internet culture entities are managed by License System, the non-commercial Internet culture entities are managed by Case Record System.

3. The Preliminary Regulations confirms the establishment requirement and approval procedures, set out the investigation systems for importing Internet culture products. It also confirms the related penalty provisions.

4. According to the present situation of China's Internet culture activities, The Preliminary Regulations sets practical regulations for application qualification of the Internet culture entities. It doesn't set restrictions on the governing departments and ownership system so as to break the industry vallation, department separate and regional restrictions.
