In order to promote the image as a regional and international economic and financial center, Shanghai Municipal Council has promulgated on July 7th. 2002 a experimental regulation, the Experimental Regulation on Encouragement of Establishment of Regional Headquarters by Foreign Trans-national Corporation (hereafter Regulation).
　　The Regulation is focus on the establishment of regional headquarters by trans-national corporations. Any such corporation with an independent legal entity statue , a total mother company's capital of 400,000,000 USD, a total investment of 30,000,000 USD in China and not less than 3 company to be run can establish their regional headquarters in Shanghai with much privilege
　　According the Regulation, the regional headquarters will benefit a lot. They can do a lot of administration or business. What's more, the headquarters can share policy favors and some other convenience such as working immigration as well. The Regulation is also suitable for those corporations from Hong Kong, Macao and Taiwan.
