In October of 2000, various Measures were implemented with respect
to use of the Internet. Most notably, the Procedures on Administration
of Information Service for the Internet provides a comprehensive
framework for Internet-related activities. Foreign investment in
the news and publishing fields have traditionally been forbidden,
and these new procedures related to the Internet are somewhat founded
on that. Operating an Internet service provider ("ISP")
must be verified and approved by the appropriate governmental administrative
department. Additionally, concrete rules were made with respect
to publication service programs and electronic bulletins. Thus,
the PRC government remains quite strict with respect to foreign
investment in fields that involve the dissemination of information.
This is not to say that foreign investment is closed, but simply
restricted to particular regions and investment proportions.
