Given the imbalance of local economic development and culture around
the country, a uniform code governing the establishment of retail
dispensaries does not seem feasible. Therefore, these provisional
rules issued by State Medicine Supervision & Administration
Bureau are generally used to grant local governments authority to
govern the establishment of retail dispensaries on their own. Under
this principle, local Medicine Supervision & Administration
Bureaus may formulate their own detailed regulations based on the
population, culture and economic situation in its territory. The
State level provisional rules simply provide the local government
direction for local legislation.
